NO include option in Project/property/Paths and Symbol [message #1155195]

I am implementing a CDT tool chain and plug in for a non-GNU C compiler, It can build correctly but have problem with the code analysis, seem it see the include directory and report any header file as unresolved. I went in to Project/property/Paths and Symbol and try to set the include file and found there is no include or library tag, only have Source location.
Did anyone know what can cause the tag missing ? I am pretty sure the tag is not set to hidden. I went to the windows reference and enable all the property tag, only the reference tag show up.
