The source forge project should give you this sort of information.
For example, the Eclipse Mahjong project can be connected to via CVS
with instructions at:
http://sourceforge.net/cvs/?group_id=172358
I found this by clicking the "Code > CVS" link.
On that page, it tell me to set
Location Host: eclipse-mahjong.cvs.sourceforge.net
Repository Path: /cvsroot/eclipse-mahjong
etc.
Of course, this assumes that the project is CVS-enabled. I believe that
Source Forge now does Subversion on some projects, so you'd need to get
a Subversion plug-in to access these.
If you want to set up a Source Forge project to provide CVS access,
you'll have to follow the instructions on the Source Forge site.

Apparently I picked a bad project. For some reason, anonymous pserver
access doesn't work against this project. I tried it with another
project and it worked fine.
http://sourceforge.net/cvs/?group_id=166350
I'll talk to the Mahjong project's owner about fixing it.
In the meantime, it seems that the problem doesn't lie in Eclipse, but
rather in how the project is configured on Source Forge.
Are you having trouble with a particular project?
