Project plan and have each task on it hyperlink to the appropriate docs on
the web.
With that in mind, are the URLs stable? What will cause the alphanumeric
suffix on these URLs to change?

The published urls won't change unless you change the name or have a plug-in
'replace' elements using variability (contributes and extends does not
impact the URL).
The id part will only change if you delete the element and create a new one,
hence all references to such an element that you create in our editors
(which only use the id and not the name; and then substitute the id with the
URL at publication time) won't break at all.
