could someone please point out what the conceptual (not funtional)
difference is between the "3.0 stream stable builds" and the "3.1 Stream
Integration Builds"? What would be the right platform for "future proof"
development of a plugin that will be released on top of Eclipse 3.1?

It has been fixed to say 3.1 stream stable builds.
About the build meanings:

no "3.1 stream stable builds" anywhere..

That's because the change has not been replicated on all mirrors yet. It
has been properly updated on the main eclipse download site.
