To get an idea of what a basic stripped down workbench is, try this.

start Eclipse with a new (or empty) workbench
File->Import->External Plug-ins and Fragments
Next
Select org.eclipse.ui
Click "Add required plug-ins"
Launch your subset of Eclipse using the Run-time Workbench launcher.

The Run-time Workbench that comes up will have just the Workbench (no
JDT or PDE).

You can strip the workbench further, see
