I need to use v3 plugin.xml to do such contribution or there are any new e4 way to contribute things to ide?

For now the contributions to the IDE are done as they would have been in 3.x. We're in the process of defining and implementing a number of e4-specific ways to extend Eclipse 4 but they aren't available yet...
