I want to use the icons from the Eclipse projects (notably - BIRT) in our
Eclipse-base product. I.e. I don't want to add a dependancy from the BIRT
plugins as we don't need the BIRT functionality, but some icons could be
used in our product. Does this put any restrictions on our project
licensing? Our project is closed-source commercial application.

One more question - can I base GPL-based product on the EPL-based libraries
(i.e. building GPLed Eclipse-based offer)?

Not in any real sense. You have to provide the "source" for the icons.
But the icons must remain licensed under the EPL, and your license
should reflect that.
