Hi serge,
Yes this dialog exists and appears if you have successfully installed
the WTP.
It's in preferences > Web and XML > HTML Files > HTML Styles.

Yes, you'll find it in the Preferences (Window->Preferences) on the
"HTML Source" page (Web & XML->HTML->HTML Source). It's not nearly
as extensive as the Java formatter, but there may be additional work
done to it for 2.0 (contributions are welcome, too!).
