In small environments where a calendar service (e.g. MS Exchange, Lotus Notes, Google+) isn't available, would it make sense to use a RDBMS as the calendar store?

Sure, we use this approach in one of our products. Even if you sync with an existing calendar service on the server side this can be useful. For example, if you Scout application needs be available in offline mode as well.
