Luis,

It thinks you are running an Eclipse prior to 3.1.1 which is the minimum
level that has the update site functionality at the required level.

Click Help > About Eclipse SDK and check what release you are running.

If you can, I recommend starting with a clean Eclipse 3.1.2 and doing
the update on that.
