1. You can add the standard SUN or Apache JSF support to WTP, but there
is no drag-and-drop page designer yet.
2. WTP itself does not have page flow design but there are probably
plugins out there.
3. Again, not standard in WTP, but there are plugins, and I don't think
there is a free one.

IBM Rational Application Developer Version 6 does all these items you
asked for right out-of-the-box, but it does not come cheap.
