'Auto Reload' on Tomcat in WTP doesn't seem to work [message #159770]

I was able to solve this problem by checking the "Automatically publish to local servers" box in the "Preferences" dialog.

Window > Preferences > Server > Automatically publish to local servers

I am not 100% sure this is what solved the problem because after I had tried playing around with the server configuration, my server would no longer start and I had to remove the old server and create a new one. Give it a try.
