The osgi.nl system property is always en_US [message #1077846]

On Windows 7, the osgi.nl system property is always set to "en_US" even if my language and regional settings are set to Swedish. I know that I can override it, but I prefer my application to use the user's system default settings, especially since the framework calls Locale.setDefault() to update *both* formatting and display locale.

How is this property set, and from where?
