I wonder if it is possible on a single axis of X, get two scales:

-YTD (average values ​​from last year)
-Total (current values ​​of the current year)
(see figure)

YTD is a Year To Date indicator

So, what you're wanting is to be able to add an extra bar to your chart that gives you the average monthly value from the previous year? If you're using SQL, you could likely just wrote a query to get you the data in a way that you can create your chart as you normally would to get this to work.
