I want to extend the J2EE project wizard so I can add a custom Web module.
When I create my custom web module I want to pre-populate it with files
and add a project nature. How can I do this?

Look at Project Facets, sample implementation are in the JSF project
(http://www.eclipse.org/webtools/jsf/index.html) and StrutsBox project
(http://www.strutsbox.de).
