Trouble opening eclipse java. Help? [message #1072866]

So... I downloaded the java for developers but cant open the eclipse app. Pop up says i need JDK or JRE. I believe I downloaded JDK from oracle but doesn't work still. My OS is windows 8. Does the program only work on windows 7 or others? I wanted to learn how to program in java, so I'm a newbie. If someone knows, please reply. Thanks.
