While porting from 3.7 to 4.2.2 , I have noticed that the help plugins are
no longer showing up in the Help->Contents.

Drew,

- Include "org.eclipse.help" feature in your application.
- Add "org.eclipse.help.ui" plugin in your plugin dependencies.
- Implement "org.eclipse.help.toc" extension point.
