Yes, you can use the charting engine. For this configuration, you will need
those chart plugins and their dependents:

org.eclipse.birt.chart.device.swt
org.eclipse.birt.chart.engine
org.eclipse.birt.chart.engine.extension
org.eclipse.birt.core
org.apache.commons.codec
org.mozilla.rhino

You also need to get EMF core framework
All other dependent plugins are part of Eclipse

We are in the process of updating the chart documents, I'll let you know
when they are available.

about chart builder tool and I am not sure that tool can be used for

Yes, you can use the chart builder, you will need a few more plugins in that
case

org.eclipse.birt.chart.ui
org.eclipse.birt.chart.ui.extension
org.eclipse.birt.core.ui

Please take a look at the org.eclipse.birt.chart.examples plugin for some
examples of Chart API use and Chart Builder use outside of BIRT reports.
This plugin has a lot of examples, and should cover most use cases, so it's
a good place to get started.
