1) Create a .tld/.jsp file in WEB-INF
2) Run web app (right click any .jsp file and select Run on server)
3) delete any .tld/.jsp file in WEB-INF
3) Try and rerun the app.

I get a popup dialog that says, "Publishing failed". "Resource
/TestJSF/WebContent/xyz.tld does not exist."

I have to restart Eclipse for this to go away. Not a showstopper but it
seems like an annoying and common issue.

FYI, my setup:
Java: 1.5.0_06
JSF: Sun RI 1.1_01
Server: Apache Tomcat 5.5.12
Eclipse: 3.1.1 + WTP 1.0RC5 + wtp-jsf-I200512161901

Yes, this is very similar to bug 121257:
