Spend a little time browsing the eclipse.org site - all the information
you seek is there.
For GUI building, you'll want the Visual Editor project
(http://www.eclipse.org/vep).
For J2EE you'll want the WTP (Web Tools Platform) project
(http://www.eclipse.org/webtools/).
