Doesn't the format specifier allow you to do that already? If you click on
format button for the x axis labels, you can specify a date format (given
the axis is set as date type). I believe it should adjust at runtime
depending on the locale.

I use the Format Specified Editor in the Chart Editor. I set the X axis
type to DateTime, format = Standard, Type = Short, Details = DateTime.
