Did you run eclipse.exe in the folder you unzipped it to? No link?

eclipse file under my programs, extracted everythng to that file and ran
the eclipse.exe. thanks for your help.

Yes. You should unzip the entire folder. startup.jar is also in there.
I suggest you unzip it to a folder eclipse under Program Files.
