You would perhaps get a better answer if you were to describe WHAT it is
you are trying to do.

Eclipse runs on Windows or Linux and is primarily an IDE, i.e. it's a
development platform. You can use the base Eclipse to to develop Java
applications or add extras to it to develop Web applications or C, C++
applications.

These applications, when correctly packaged, would run on a suitably
configured zOS system, but zOS would never be aware of the development
environment that was used to create the application.
