The second one is the solution I recently recommended. If you open a new
Workbench window, you have to understand that they each maintain their
own GUI state, meaning you'll have two different sets of perspectives -
sort of like two different Eclipse's running at the same time. That can
be a powerful mode to work in, but may not be what is needed in this case.
There are 2 other options:
A) Stretch you Eclipse window across both monitors and set up your
perspectives such that the editors area occupies all of one of the
monitors and all other views occupy the other one.
B) All views (except editors) can be detached from the workbench window
and docked on the second monitor. That is nice if you have views that
you want to keep open but primarily focus on the editors and the main
Eclipse GUI components (toolbar, menu bar, etc.)
