On the XML Templates preference page (Preferences->Web and XML->XML
Files->XML Templates) you'll see that each template has a Context
associated with it. The context determines where the template can
be used during Content Assist, either all of the time, just on
new/empty files, when inserting whole tags, or for attributes and
their values.

But then, are you seeing any proposals at all?
