Maybe this will help
http://www.eclipse.org/webtools/development/planning/roadmap .html

I think I read somewhere that there would be a CVS branch for 3.2
development started before 1.0 was released. But I took this to mean a
branch to allow early integration of new 3.2 features not for
compatibility fixes necessary to make it work.

I think you are asking if a 3.2 platform could be used with WTP 1.0
(even though the offical support if for 3.1) ? I'd like to know myself.
I think that until all API violations are resolved in WTP we can't
expect the usual version compatability schemes to work.

While it's not our foremost goal, yes, there will be effort put into
having it work on 3.2. Bearing in mind that the overall timeline
(http://www.eclipse.org/org/processes/master-timeline.php) puts the
Platform's 3.2 release months after WTP's 1.0 release, that's plenty
of time for things to break. WTP 1.5 will be where we focus most of
our attention on Eclipse 3.2.

WTP 1.0 is targeted to ship on Eclipse 3.1.1 and WTP 1.5 on Eclipse 3.2
