This is Eclipse's basic smoke tested distribution to allow external
developers that was creating plugins for the platform access to the
latest distribution.

0.7.1 is more recent at this time. 0.7.1 is a stable release version.

1.0M8 is a milestone version, Milestones should retain all the core
features of the release versions but any new work being carried out or
new features between the new release maybe less stable (or just not work
completely)

Yes if you accept its instability.

The different kinds of builds are explained at
http://download.eclipse.org/downloads/build_types.html . 0.7 and
0.7.1 are Release and Maintenance builds respectively while 1.0M8
(and the upcoming 1.0M9) are to be regarded as Stable builds.
Unless you desperately need a specific fix that's not yet in a
Stable build or are interested in participating in the development
of WTP with patches or other feedback, it's recommended that you
stick to a Release or Stable build rather than try Integration builds.
