git:// protocol is not HTTP so HTTP proxy settings won't help to pass your firewall,
instead use
http://git.eclipse.org/gitroot/jgit/jgit.git
or
https://git.eclipse.org/r/jgit/jgit

The latter URL can also be used to push patches you may want to contribute to Gerrit for code review.
