Here is the way I recall it working in Lomboz.
Regardless if JBoss was started from within Eclipse or if I started it from
a command prompt, there was a lomboz right click menu item that allow me to
deploy the bean.

With WTP deploy is completely hidden. I can't find any way to deploy the
bean except if I start the Jboss server from within Eclipse and defined my
ejb project to the server (the "Server" tab in j2ee perspective). Also the
bean doesn't actually get deployed until I start jboss.

Furthermore, I can't get hot deploy to work. I always have to stop and
restart Jboss.

Am I missing something, or is this just the way it works ... or is this a
bug that should be reported?

Dave,

You can export the jar/war and copy it under the jboss deploy dir.
