I would like to use WST for the HTML, JavaScript, and CSS editors. But I
want to use Eclipse Runtime, without the JDK installed. Is this
possible? If I try to use Eclipse's update manager, it gives me an error
about requiring JDK when I try to install JEM or WST.

Do you mean JDT (Eclipse Java Development Tools) instead of JDK? If
so, then yes, the Web Services component in WST does currently
require the JDT, as does the JEM prereq you're asked to install.
