I am using now Eclipse 3.0 (stable release) and the problem is solved in
there: the RulerEditPart.getGuideLayer() is looking in the
"EditPartRegistry" for the layer manager. Thanks Pratik for pointing out the
fact that it is solved in newer releases of eclipse.
