Today i experienced a problem whereby running the p2 director during our
headless build was taking an extremely long time.

If i remove the Eclipse SDK/configuration/.settings/*.prefs files then the
build speeds back up.

For some reason http://download.eclipse.org/ has been taking an incredibly
long time to resolve today, but why is our build attempting to resolve
these sites when all are plugins are available locally?
