file
plugin_customization.ini in org.eclipse.platform, but it remains unchanged.

When I click the left margin (in Java Perspective) the Progress View shows
the message
"ERROR: Breakpoint location validation : Breakpoint cannot be set at the
given position"
(I think it's a bug in Quick Diff.) and Progress Indicator blinks in the
bottom left hand corner.

very strange...

The progress indicator exists the right hand corner of toolbar in M2.
In M3, it does not. It seems be hidden in the bottom of shortcut bar and
when the some problem occurs in concurrent process, suddenly it appears and
blinks on.

In M3 the indicator was moved from the top right to the bottom left,
mostly to support certain platforms where the toolbar and top level menu
can be removed. There is working going on right now to improve the
appearance and usability of the progress indicator. It will likely move
again by M4 ;)
