Do you have GEF 3.1 also?
How are you trying to open the VE? The way to open it is to click on a
java class and do Open With->Visual Editor.

just something missing...Any clue, or shall I forget about wizards??

It is also right on the New Class Toolbar button in the Java
perspectives. Drop down the little menu from the toolbar button will
show it too.
