I have successfully made a P2 repository and p2-enabled my product
application. When I run my application, if I point at a local repo I am
able to update from it. I then copied the same repo and placed it at a
web address. When I attempt to add the web address I get the following
error:

No repository found at http://***

I then attempted to connect to a few other http update sites like:

http://download.eclipse.org/eclipse/updates/3.4/

and I get the same error message. The only site I was able to actually
connect to was http://download.eclipse.org/releases/ganymede/.

I assume since I can update from the same repo locally but not over a web
address that I am missing something simple. Do I need to change something
on the way the repo is created, or am I missing something in the
application? No errors are printed to give me any clue where to look.

Additional info - I can connect and update to the http address from an
eclipse install, but get the No repository found when attempting to
connect from the standalone version. I don't see any missing plugins but
that seems to be the issue.

I suspect you are missing some of the ecf transport bundles. Compare the
org.eclipse.ecf.* bundles in your application versus the Eclipse
platform to see if anything is missing.
