I had the same problem today and added these jars definitions to the osgi.bundles property in my config.ini file and it works now. I found them in my plugins directory they just weren't added to config.ini. If you have different versions of these plugins then try those instead. You may not need the gogo.command plugin but i added it just in case. Don't forget the leading "," as each entry is separated by comma:

,reference\:file\:org.eclipse.equinox.console_1.0.0.v20111215-1210.jar@4,reference\:file\:org.apache.felix.gogo.runtime_0.8.0.v201108120515.jar@4,reference\:file\:org.apache.felix.gogo.runtime_0.8.0.v201108120515.jar@4,reference\:file\:org.apache.felix.gogo.shell_0.8.0.v201110170705.jar@4,reference\:file\:org.apache.felix.gogo.command_0.8.0.v201108120515.jar@4

I know why it happend. In eclipse 4.2 IDE.the minmix osgi framework need :
org.eclipse.osgi
org.eclipse.equinox.console
org.apache.felix.gogo.*(runtime shell command) five plugins
