Can I add a command Contribution Item to a view/editor Tab popup menu to go along with the Close, Close All, and Close Others?

Is there a locationUri for this menu?

No this is not possible at this time. Juno creates that context menu through the use of ActionFactory (they aren't even commands). However, in the future (my guess would be 4.3) you will certainly be able to contribute commands to the context menu. The context menus will be defined (AFAIK) through menu contributions, so once we get to that point you would only need the contribution item's id.
