I tried to install the last integration build of GEF with the last
integration build of eclipse. I expand the GEF at eclipse root dir, but it
doens't show any restart warning at eclipse startup, as it used to be.
And when I tried to install a plugin that needs GEF it says that I doens't
have GEF installed:

"The bundle com.bonevich.eclipse.cvsgrapher [85] could not be resolved.
Reason: missing required bundle org.eclipse.gef,required bundle
org.eclipse.draw2d"

Any clues?

Have you checked to see if the GEF and Draw2d plugins show up in the
Help->About Eclipse Platform->Plug-in Details page?

If they are not there, try going to Help->Software Updates->Manage
Configuration. Right click on Eclipse Platform, and click on Detected
changes.. GEF should be there, and you can click "Finish" to complete the
installation.

Now it worked.

In some versions ago, eclipse itserlf asked for a restart when finding an
detected change.
And there was an easier option directly at the help menu to detect changes
Maybe this option should be put back :P
