help/pointers/links that you can provide.

do you per chance have a proxy set? If so that might be interfering with
the transport of data between the server/browser.

Help questions should be directed to eclipse.platform group.
Check the workspace/.metadata/.log if there is problem starting help server
reported there. In the browser, ensure that connection to local addresses
(localhost and 127.0.0.1) does not go to a remote proxy server.
As a workaround you can use http://help.eclipse.org/help21/
