I had this working in 3.6

Upgraded to 3.7. Reinstalled everything(!)

Followed the instructions here:
code.google.com/p/ksoap2-android/wiki/HowToUse

and here:
developer.android.com/guide/appendix/faq/commontasks.html#addexternallibrary

It compiles OK, but does not include the ksoap jar file in the APK, so the app won't run(!!)

Any suggestions?

Eclipse forums don't provide support for Android development. Ask at developer.android.com or code.google.com.
