I am using eclipse 2.1. I would like to include a xerces.jar in an SWT app
I am building. Is there a way to specify this in a .jardesc? I couldn't
see a way to do this with the jar packager.

Import the JAR file (not its contents) into the project (top level) you
can then select the JAR in the JAR packager.
