Hi,

Right now there is (still) no decent support for restarting an eclipse
rcp application with different parameters, in particular starting a
client with another locale and keeping that locale in future startup,
one has to programmatically edit config.ini for that or some other trick.
Now it has been suggested in this bug
https://bugs.eclipse.org/bugs/show_bug.cgi?id=75320
that the new provision might give some help in this issue.

We now have programmatic API to modify config.ini and eclipse.ini which
therefore could give you the ability to write a preference page for your
user to change the locale.
See the org.eclipse.equinox.frameworkadmin bundle.
