Can not lauch Eclipse on Mac OS 10.3.8 [message #109901]

I downloaded Eclipse 3.1.1 for OS X from eclipse.org, but when I run
Eclipse on my ibook, it caused a JVM error.
Flowing the help of eclipse, I start it from command line,
but there is no java_swt.
I download SWT from eclipse and unzip into the
Eclipse.app/Contents/MacOS/. but it still cause "no java virtual machine".
My eniorment is Ibook G4, Mac OS 10.3.8, Eclipse 3.1.1

does anyone can tell what should I do, thanks
