What is the purpose of plug-in org.eclipse.nls.en? [message #9993]

I'm running Eclipse 3.3.2 Platform SDK and added the Babel Europa Update
site. When I go to update from that site, one of the choices is:
"org.eclipse.nls.en_0.2.0.v20080608043401"

Because of the "en" portion, I assume this is English. But I already
have the Platform SDK in English in the original package.

So, I have to ask what is the purpose of the Babel Europa
org.eclipse.nls.en plug-in? :-)

Under what conditions would I want/need to download it as part of the
update process?

I've already opened Bugzilla bug 221679 to have this removed. However,
someone suggested to turn this into British Engish language pack. We will
work on it.
