Delete <EclipseDir>/configuration/org.eclipse.osgi/manifests content
and <EclipseDir>/configuration/org.eclipse.osgi/.bundledata
and <EclipseDir>/configuration/org.eclipse.osgi/.state
and restart eclipse.
