I'd like to create a plugin for Eclipse, or see if one already exists. One
that would let you install tracepoints, instead of breakpoints.

Where is debugger development discussed?

There is no specific newsgroup. Debuggers in general are discussed in
this newgroup and the eclipse.platform newsgroup. The java debugger
specifically is often discussed in the eclipse.tools.jdt group
