We have created a "custom" bundle loader that looks into a number of
directories and installs all the bundles avaiable.
Works fine with just a few lines of code!

But if I now restart Equinox without starting the custom loader the bundles
that was installed and started previous is installed and starated again!
Kind of strange since they are not listed in the config.ini file.

The resolution was that the customer loader bundle has its own register and
stops and uninstalls all the bundles that was dynamicly
