Yes, almost certainly that is the reason. I don't know much about the
new provisioning system (p2) but that was the reason given in previous
versions of Eclipse.

When installing a plugin, how can we force p2 to pick the provides files
instead of picking in his archive (even if it's the same version)?

new provisioning system (p2) but that was the reason given in previous
