should be visible only for that ABC perspective and not for other

Users will always be able to open the view in any perspective by selecting Window/Show View/Other. You can only control if your view
is added directly to the Window/Show View menu (in addition to the 'Other" dialog).
If you just want to add your view to the perspective layout check out the org.eclipse.ui.perspectiveExtensions extension point and
specifically the view element.
