latest 3.0 and compatible CDT from Eclipse 2.1 and a very old CDT.

Having to have Navigator open to open up files its extremely annoying,
does anyone have advice or a solution?

Well, after an automatic update... everything seems to be working the way
its suppose to. Odd.
